It was issued to WWI era veterans who returned from combat after their service. It was issued for returning soldiers, since often during that wartime period, men of military age were assaulted in public if they were not in uniform. To stop the assaults on veterans the war office issued these identifying badges so as to curtail any unwarranted assaults. These badges had the service number of the wearer and also had a prison sentence for falsely using these badges. The number on this specimen is B161313. This may permit research which will identify the original recipient.
